Chater and his colleagues and that the Ordinance did in-

-volve a deprivation of private rights, I issued orders

on the 11th. November, 1905, that further prosecutions

for obstruction in private lanes were to be suspended, and

I have caused a Bill to be introduced and read a first time

which will have the effect of eonfining the operation of

Section 2 of the Ordinance to the solicitation which it

was the primary objeet of the Ordinance to suppress.
